I just recently got a Maltese rescue dog.  It appeared she had been raoming the streets for some time.  She is great and playful, but whines and moans to go outside.  We live in a apt in the Middle East and she doesn't have much room to roam.  She lays by the door all the time.  I feel so bad because I thought she would be an inside dog.  Will this problem subside or should I find a home where she has room to roam the outdoors?
