We learned recently, in an American Kennel Club (AKC) e-mail newsletter, about proposed legislation in the California State Senate that would add strict new state laws mandating the licensing and spaying or neutering of most dogs and cats. The Measure, authored by CA State Senator Dean Florez, is CA State Senate Bill 250: An act to add Section 30804.6 to the Food and Agricultural Code, relating to animals. (SB250; Topic--Dogs and cats: spaying and neutering.)
While some provisions of the proposed law make sense, such as denying an "Unaltered Dog License" to persons having a record of animal laws violations; other provisions seem to go a bit too far and smack of government intrusion. For example, under the proposed law, every dog owner must license their dog, and at six months of age either have the dog spayed/neutered, or provide a Certificate of Sterility, or obtain an Unaltered Dog License. Also, just one violation of a long list of infractions, including having your runaway dog impounded, will be grounds for denial of an unaltered dog license. Under the proposed law, if you cannot obtain an unaltered dog license, you must have your dog spayed/neutered. For cat owners, it would be even more difficult under the new law (if passed)--if your cat is not spayed/neutered after six months of age, you will not be allowed to let your cat outside!
Of course, not everyone lives in California, but as California has set many trends that were eventually adopted by other states, this legislation may be of interest to you no matter where you live (especially if you're in a populace state).
